Secret pecuniary interests?

The link in this discussion shows you the “Special” Council meeting that is happening. I admit I sometimes get confused by the content of these “secret” in camera meetings. So, before the Council goes in camera, they declare if they have a pecuniary interest. GREAT, that should be a public declaration. But then it appears that once “in camera” and the public is excluded, there is an agenda item IN the in camera session called “pecuniary interest”. So, is there another declaration happening that we are not privy to, or… is the Council discussing potential pecuniary interests. Why would this be secret regardless of what it is concerning?
