Usually they are short and not discussed, but in my opinion should shine an extra light on issues declared a conflict by any member.

One would hope that the remaining members of Council will have done a complete assessment of the issue where a conflict is declared and ensure that they are approving something that meets the same standards they would approve for any others in our community.
